Resuming Home Renovation Subject to BCA Approval

Due to the circuit breaker, home renovations have come to a complete halt, leaving many houses in Singapore unfinished. From 15th June 2020, all types of renovation work, both new and previously suspended projects for non-residential premises, will be allowed to resume after applications have been cleared.

The resumption does, however, come with a strict set of clauses to ensure safety and health.

Under what conditions can renovation work in households and non-residential spaces resume?

The Building and Construction Authority (BCA) states that household renovation works can resume depending on the companies’ manpower resources and logistical supplies. Home renovation companies should apply for resumption in the following scenarios:

  • If companies employ construction work permit and S Pass holders
  • If these workers were not listed in earlier approved applications for renovation work resumption

What are the guidelines for companies to resume renovation work?

Through close partnerships with trade associations and renovation companies, the BCA has developed guidelines for companies resuming construction work. A company’s readiness is determined through an online assessment that follows BCA guidelines.

Once companies successfully fulfil these guidelines, they can proceed with BCA approval through email.

How will construction workers be deployed?

When deploying manpower, protocols have to be followed to ensure worker health and safety. Once companies have obtained approval, only construction workers residing in private residential properties and Housing & Development Board (HDB) premises can start work.

For workers residing in dormitories, deployment for work is only allowed once the dormitories have been cleared for stable health status. This approval would be handled by the inter-agency task force leading the management of the COVID-19 outbreak in Singapore.

The BCA will also aid in scheduling mandatory health checks during the renovation period for all construction workers who are work permit or S Pass holders.

Since the start of Phase One: Safe Re-opening, more than 19,000 suspended home renovation projects have since received approval to continue, with forecasts predicting more applicants in the months to come.
